Airlines have been sending the very clear message that new airplanes and engines cost too much. Some manufacturers have listened and responded with major overhauls of how and where they build their products. The reticence of others to aggressively seek out low-cost producers and partners will threaten their existence. This reticence seems especially pronounced in Europe.

Outsourcing and risk-sharing partnerships have been parts of the world of airline equipment manufacturing for decades. However, while major European competitors are scrambling around to assemble collaborations, the key tactic so far seems to be combining European firms into megafirms. This is fine, if the goal is furthering development of a pan-European aerospace industry. …
