NEW YORK--The ground breaking for John F. Kemnedy International Airport's new Terminal One in Sept., was a sad as well as notable occasion for someone with a medium-long memory. Sad, because the birth of the new building is taking place on the site of the Eastern Air Lines terminal, a reminder of the death of the once-proud airline that had occupied the ground.

Notable for two reasons: This will be the first new passenger terminal to be built at JFK in more than 25 years, a period during which the Port Authority of New York and New Jersey has had to scale back its ambitious JFK 2000 development plan, while Newark International has challenged Kennedy increasingly for a share of the region's international traffic; and it is a unique example of cooperation among major international carriers. …
