LONDON--European liberalization is still more of an ideal than a reality, according to a recent report on the subject by the U.K. CAA titded "The Single European Aviation Market: Progress So Far." Commenting on the report's findings, CAA Chairman Sir Christopher Chataway remarked: "Overall, it is an encouraging picture."

However, a close reading of the 223-page document provides little to support Chataway's optimistic conclusion.

The report finds that in the 2th years since introduction of the EU's Third Liberalization Package, national carriers' share of output on scheduled services has declined from 85% to 80% but that only 7% of routes are served by more than two airlines. …
