KAMPALA-- Cooperative airline ventures in Africa are nothing new. But the latest Alliance ---differs from others in being pan-African in intent. The long-defunct Central, East and West African Airways were regional groupings in former British colonies, while Air Afrique has its roots in former French colonies in West and Central Africa. But Alliance, formed at the instigation of the governments of South Africa, Tanzania and Uganda, is the outcome of negotiations dating back to the mid-1980s to establish a multinational carrier. The original idea was to group the interests of Uganda, Tanzania and Zambia to provide joint intercontinental operations. …
