EU, US reach tentative open skies agreement.(News Briefs)(Brief article)

Prospects for creation of an Open Aviation Area between the EU and US improved March 2 when negotiators announced a tentative agreement had been reached in Brussels. Terms were not released, but the deal apparently does not include cabotage but does give the EU the option to tighten foreign investment limits on EU carriers to match the 25% limit in place in the US. At the same time, the US will ease nationality clauses to make it easier for EU carriers to invest in third-country airlines without those airlines losing US traffic rights. The EC did say that EU carriers would have "some access rights" to the Fly America program, which limits US citizens traveling on government business to domestic airlines or their approved codeshare partners. …
