As was expected, the European Commission has validated programs to provide incentives to airlines establishing new services at secondary and tertiary airports. The EC announced it would publish guidelines covering such aid in the wake of last year's controversial ruling regarding aid to Ryanair at Brussels Charleroi that resulted in the Irish LCC being ordered to reimburse some 4 million [euro] ($5.1 million) in financial support to the regional government of Wallonia.

"Steps need to be taken to promote the regional airports and the development of new air services in Europe," Transport Commissioner Jacques Barrot said last month in announcing the draft guidelines. "At the same time, everything must be done to ensure equality of treatment between companies and between airports. …
