Oxford turns out pilots, too. (CSE Aviation's Oxford Air Training School)

OXFORD, England--with most of the bigger U.K. airlines putting a freeze on the training of new pilots, CSE Aviation's Oxford Air Training School (OATS), based on the outskirts of this ancient university city, is having to look farther afield for business-but it also is finding considerable success.

Today's new entrants come from abroad, notably the Middle East and the Far East. "By next year, I suspect there will no English nationals sponsored by airlines here," Peter D. Moxham, marketing manager, told ATW. "But even so, we will be three-quarters full. The United Nations will have nothing on this place."

Back in 1991, the pilot-training marketplace was dead, Moxham said. …
