The extent to which a reshaping will be tolerated by the electorate, Congress and the bureaucracy varies greatly from one election to another. This year, as the longest postwar recession lingers, discontent is widespread and demands for change rule the campaigns of Bill Clinton and George Bush.

Not to be left out of the conversation, we offer a list of changes in how the government affects the airline industry. These practical ideas address real institutional problems that are harming the industry's health and its ability to provide good service at a fair price.
