A bigger threat.(Editorial)

There is a harmless insect in some parts of the US that lives most of its 17 years underground before appearing simultaneously in great numbers, discovering it has wings, and flying about for a month to mate, spawn and die. This was the year the cicadas returned.

Also returning this year after an extended hiatus is the manufacturer subsidy issue, having gone quiet for 12 years since the 1992 US-EU agreement defined limits on certain kinds of subsidies. Potentially quite damaging--unlike the cicada--the issue in an extraordinarily short time has whirled through an unproductive US-EU negotiation to find itself presented to the World Trade Organization in the form of a US "Request for Consultations" and a declaration that the 1992 agreement was terminated. …
