Atlantic Coast Airlines (ACA) is a study in contrasts. Two years ago, this United Express feeder was a struggling East Coast subsidiary of Fresno, Calif.-based WestAir, with a skeleton work force operating out of a Holiday Inn near Washington Dulles Airport. Today, it's a profitable, privately owned regional airline employing 620 people and serving 33 cities in 13 states with 231 daily flights. It is the third-largest private-sector employer in Loudoun County, Va.

United Airlines is very pleased with the partner that has recaptured the market lost by Presidential Airlines, which ceased operations on Dec. 4, 1989. So pleased, in fact, that it has endorsed a major Northeast expansion. Last month, ACA launched a schedule adjustment to Boston, Newark, Hartford, Manchester and Burlington from Dulles. …
