The big issue isn't cabotage.(Editorial)

The recent collapse of US-EU open skies negotiations--predictably over the issues of cabotage and right of establishment in the US--is a disappointment, as is the fact that a second opportunity may not arise again this year owing to the US presidential election this autumn. Sometimes hall a loaf is better than none, and it seems a shame that the momentum created in 2002 with the European Commission's historic mandate now will be dissolved, perhaps for an extended period as players and positions are reshuffled.

But regrets aside, perhaps it's just as well that airlines on both sides of the pond will not spend the next six months in a frenzy of planning and preparation in order to exploit whatever new freedoms might have been achieved. …
