"The best is the enemy of the better." This axiom is something that the European Commission needs to keep in mind as it pursues what appears to be an all-or-nothing negotiating strategy with the Bush administration to create a transatlantic Open Aviation Area. Recent talks ended--predictably--when European negotiators insisted that cabotage, easing of foreign ownership limitations and right of establishment be addressed immediately as part of any agreement to replace within a single treaty the individual bilaterals between the US and the 15 European Union member nations.

While we agree that all of these issues are legitimate topics for negotiation, we also understand that they are political hot potatoes that are unlikely to be addressed during a US presidential election year. …
