UK government in late Dec. proposed building runways at London Heathrow and Stansted to cope with an anticipated tripling in demand over the next 30 years. "There is an urgent need for additional runway capacity in the southeast," Transport Secretary Alistair Darling said, adding that new development might be funded partly by airlines through higher landing fees on noisier and dirtier aircraft.

Darling gave the go-ahead for a second runway at Stansted, a base for no-frills airlines, to be ready by 2011-12, and said a third runway at Heathrow will be built in 2015-20 but only if strict environmental controls are met. …
