FAA has "indefinitely" deferred deployment of the controller pilot data link communications program in view of the weak financial position of most US carriers. Confirming a report in Aviation Daily, an FAA spokesperson told ATW that "we believe it is unlikely [airlines] would make the investment in the near future." Nationwide rollout had been scheduled to begin in Dec. 2005 (ATW 11/02, p. 43).

FAA selected Russell Chew to serve as COO for the "performance-based Air Traffic Organization within FAA," a position that was established in 2000 but had remained unfilled. …
