CPA: a matter of life or death.(CPA)

Now that the rabbits are out of the hat there will be a collective sigh of relief for the great majority of fire and rescue services in England. Following a normalish distribution curve--two excellent, two poor and the others in between--there is now the hard part. Pandora has opened the box and procrastination is not an option. What are the options open to the government and fire and rescue services in order to put their houses in order?

STATUTORY INTERVENTION BY the ODPM is not being pursued at the moment, because FRAs themselves are regarded as being best placed to deliver recovery strategies. Fire and Rescue Improvement Service Teams (FRSITs) will be assigned to engage with weak and poor FRAs and support them in determining direction and giving advice to "ensure swift and effective improvement" according to an ODPPI spokesman.

There is a caveat however, that allows the ODPM to take statutory powers of intervention following discussion with FRSIT. Detailed draft guidance of the rules of engagement for FRSIT and FRAs have been drawn up and awaiting issue by ODPM, but are there better ways for improvements to be achieved? …
