The Audit Commission has released its approach to understanding and analysing each fire authority's performance, structured around a set of KLOE with three overall questions and nine themes. The key questions and nine themes are:

* What is the fire authority trying to achieve?

* Leadership and priorities

* A balanced strategy

* Has the fire authority set about delivering its priorities?

* Capacity: governance and management

* Capacity: resources and value for money

* Capacity: people

* Performance management

* What has the fire authority achieved to date and, in tight of that, what does it plan to do in the future? …
