The wider context of truly integrated risk management.(IRMPS)

When the Office of the Deputy Prime Minister (ODPM) set out its intentions for the development of Integrated Risk Management Planning (IRMP) it did so very much with service delivery in mind. Guidance clearly supported this position. "To be effective, IRMPs will need to provide a fully integrated, risk-based approach to community safety, fire safety inspection and enforcement and emergency response arrangements that will contribute to a safer environment"

This significant change to the way the Service looks at service delivery was a welcome step in the right direction. The Fire and Rescue Service now had a clear mandate to modernise a number of areas of core business activity, focussing resources on the basis of risk and setting into motion major, and resource intensive work streams.

Up and down the country, scores of detailed and ambitious IRMPs were produced providing risk orientated balancing acts seeking to create the most effective mix between prevention and intervention. In many instances IRMP has become the main if not sole basis for business planning. …
