Q: What aspect of modernisation do you believe is the most important?

A: The most important aspect of modernisation has been the publication of the Fire and Rescue National Framework. As was outlined by the Minister: "Implementation of the reforms is vital if the public is to have the Fire and Rescue Service it needs and deserves."

The Framework provides the leadership the Fire and Rescue Service needs and the guidance from central government to help us deliver a better Service. It is, in effect, a commitment to delivery from the government. The Framework gives clarity to what is expected of everyone. It sets out clear priorities and explains how the government will support us in achieving the objectives. The nine elements of the Framework will together provide the outcomes we are seeking.

Against the present background of uncertainty, the Framework is not well understood by all members of the Service. It acknowledges our reputation for delivering an effective, professional response to fires and other incidents and also stresses that whilst greater emphasis should be placed on prevention, the need for an effective response to incidents that do occur must not diminish. …
