Report points to positive progress on modernisation.(News)

The Audit Commission's report on Fire and Rescue Service modernisation, published on August 2 and a crucial part of ongoing pay negotiations, shows the majority of fire authorities are making progress.

The Audit Commission uses a colour coding system. Green is equivalent to gold standard and indicates that prescribed guidance and timetables have been met and plans are in place and are being delivered. Amber indicates that guidance and timetables have been met and most plans are in place and some progress is being made. Red indicates that prescribed guidance and timetables are not being met and there are no plans in place.

Out of 400 possible 'signals' only 49 (11 per cent) are red, 150 (around 39 per cent) are green and 201 (50 per cent) are amber. …
