So at long last Fire Service reform is going ahead. A Fire and Rescue Services Bill, grandly aimed at delivering a modernised service "that responds to the particular demands of the 21st Century", has now been laid before the Houses of Parliament.

The policy it advances is, of course, not new. A risk-based approach to fire cover emerged from a review started some five years back. Nor is the Bill as it stands as comprehensive as many would wish. For example, BlackWatch forecast last month that Crown Immunity was likely to remain untouched. Nonsensically this seems to be the case. How ministers justify such an omission will be interesting indeed.
