In providing these initial observations to the proposals for institutional reform outlined in the White Paper; I must emphasise that these are my own personal views, as the formal response from CACFOA will be made in writing to the Select Committee.

It should also be noted that CACFOA made a detailed written submission to the Bain Review which was published on our website for the information of all stakeholders. Our views, as a professional association, have not fundamentally changed since that submission, and indeed, a major part of the proposals in the White Paper reflect our views.
