Need to remove barriers to change: while broadly supporting constitutional reform, the CACFOA President argues that the White Paper has not provided clarity on structure, governance and organization of the future of the Service and there is a fear that the Regional Management Boards could become another bureaucratic layer which becomes a barrier to real change.(Chief and Assistant Chief Fire Officers Association )

In providing these initial observations to the proposals for institutional reform outlined in the White Paper; I must emphasise that these are my own personal views, as the formal response from CACFOA will be made in writing to the Select Committee.

It should also be noted that CACFOA made a detailed written submission to the Bain Review which was published on our website for the information of all stakeholders. Our views, as a professional association, have not fundamentally changed since that submission, and indeed, a major part of the proposals in the White Paper reflect our views.

I broadly welcome the proposals for constitutional reform and the opportunity to re-align the institutional structure to provide proactive and effective policy development and review. …
