The wind of change: a recent PPV seminar hosted by the South Western Branch of the IFE provided an overview of the development of PPV during firefighting operations including implementation strategies and legal implications. (Seminar Report).(Institute of Fire Engineers)

PPV: Its use and non-use: a lawyer's perspective was the theme of Dr Rosemary Everton's presentation in which she addressed two situations: the careless misuse of PPV--property loss and possible fire authority liability; and, inadequacy/inefficiency in the adoption, management and deployment of PPV--impact upon firefighter safety and the responsibilities of fire authorities.

The paper, cross-referencing several cases involving fire authorities, found that there are "numerous possible legal consequences that attend the introduction of PPV. Of course, this is so with any innovation which might be made regarding the provision and use of equipment, but it is felt that there is one aspect of PPV in particular which should not be ignored. This is that in the lay mind PPV would seem to run counter to what might be considered the 'instinctive' human responses to fire. …
